A manufacturing-side guide for brands, buyers and retailers turning an idea into clear, verifiable product requirements.
What the extension covers
A CBP final rule published October 22, 2026 extends the compliance date for certain international postal shipments covered by 19 CFR 145.12(a)(2)(v) and (vi) to January 20, 2027. It does not restore de minimis relief and should not be applied indiscriminately to commercial express shipments or all samples. (Source 1; link below.)
Confirm the shipment route first
Our sourcing recommendation is to list development samples, retail trial shipments and bulk orders separately. Ask the carrier whether the actual route uses the international postal network or commercial express, and have the importer or customs broker confirm the applicable procedures. Small parcels, low quantities or a “sample” description should not be assumed to receive identical processing or tax treatment.
BDO's earlier analysis recommends confirming filing responsibilities, checking classification, origin and value, and testing data flows. It provides preparation context, not a substitute for current rules or a shipment-specific determination. (Source 2; link below.)
Connect shipping data to the approved sample
For fabric trunks, bins, bedding bags and hanging organisers, we recommend a sample checklist covering style and revision, intended use, fabric composition, lining and support materials, zip and handle construction, origin, valuation support, and final packed dimensions and gross weight.
The supplier should verify product facts; the importer and filer should confirm classification, valuation treatment and filing responsibilities. Update the records whenever materials or packaging change, so the quotation, packing information and physical sample use the same revision. This is a sourcing coordination checklist, not a complete customs-document list.
Compare confirmed freight, declaration service charges, responsibility for duties and delivery terms separately. Do not book unverified policy relief as a saving or understate value to simplify entry.
Discuss the next step with NHE
NHE can discuss fabric-storage design, materials, sampling and packaging by project. It does not provide destination-market legal opinions or promise fixed freight charges, duty-free treatment or customs clearance outcomes. (Subject to the website business scope and project confirmation.)
Send the intended U.S. sales use, product dimensions, estimated quantities, sample timing and proposed shipping method through the website inquiry form to discuss sample specifications and packaging data.

Editorial note: automation assisted the research and drafting process. Check original sources and destination-market requirements before making sourcing or compliance decisions.
